So, if the mod just repurposes vanilla assets/visuals as explained above you can run that on a server without the need for everyone to have that mod installed. A possible way to track this down is to go into your save game folder and it will have a Config folder identical to the one in the games folder. The only time other players will need a mod installed is if it uses icons or assets/visuals from outside the game. For that matter, you could have it not use any icon in inventory at all since you can read what an item is if you click on it but that would become complicated if done with multiple items and so is not recommended. You could for example make a mod that adds the jeep which uses the icon for the truck which is already in the game but is tinted to a different color while it is in the inventory and make it so you can see that it has something to differentiate it from the truck in-game when placed (like have it show barbed wire on the front grill of the new vehicle for example). The catch is that the icons or visuals of the things added by the mod must be from vanilla files but that leaves a ton of options open.
